Incorporated in 1951 to Stay Out of Detroit
Harper Woods was carved out of what remained of Gratiot Township and incorporated as a city on February 19, 1951, with its charter taking effect and its first City Council sworn in that October 29. The push to incorporate came largely from a desire to protect local tax revenue from potential annexation by Detroit, as the area's population had already grown from about 800 in 1940 to roughly 9,000 by 1950 -- named for the wooded land along Harper Avenue, itself named for Harper Hospital founder Walter Harper.
A Small City's Drainage Runs Through Its Neighbors
Harper Woods packed nearly all of its housing growth into one decade around 1951, which means its storm and sanitary infrastructure was built to the same era's capacity assumptions as the rest of this Macomb-and-Wayne-border cluster -- assumptions that predate the heavier modern storms regional engineers have had to plan detention capacity around more recently. In a small city bordered on multiple sides by larger neighbors, a water-damage response also has to account for how quickly a backed-up storm line clears once the surrounding system starts draining again.
